State Portal, e-forms, State Service Delivery Gateway(SSDG)

The National e-Governance Plan (NeGP) of the Govt. of India aims to make all Government services accessible to the common man through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.

e-Forms application will enable citizens to download forms and submit their applications electronically with help of Electronic Forms hosted on the State Portal (SP) and routed by a common State Services Delivery Gateway (SSDG). This important initiative facilitating Electronic Service Delivery will provide significant benefits to the citizens especially in the form of a single gateway to citizen for service delivery. The project will guarantee the following:-

  • Assured electronic delivery of the request from the citizen to the specified field office of the government department
  • The electronic acknowledgement of successful submission of application/request from department to the citizen.
  • Citizen will be able to query the status of his/her application/request at any point in time.
  • Request/ response will also be conveyed through the SSDG. (which may initially be limited to notification that the certificates, licenses, permits, etc. are ready to be collected)

The objective of the State Portal & SSDG scheme is to ensure the following:

  • Providing easy, anywhere and anytime access to Government Services (both Information & Transactional)
  • Reducing number of visits of citizens to a Government office / department for availing the services
  • Reducing administrative burden and service fulfillment time & costs for the Government, Citizens & Businesses
  • Reducing direct interaction of citizen with the Government and encourage ‘e’-interaction and efficient communication through portal
  • Enhancing perception & image of the Government and its constituent Departments
  • Promotion of uniform web interface across Government departments and to build in synergies with the National Portal of India (NPI) using the National Service Delivery Gateway (NSDG).
  • Delivery of services through Common Service Centers (CSCs) by leveraging the common infrastructure (SWAN, SDC etc.) and development of the applications and infrastructure required for deployment of State Portal and State Service Delivery Gateway (SSDG) for the State.
  • Publishing the static data and all information of the State departments in line with guidelines for necessary integration with NPI

The processing at the backend of the department may initially continue to be in a manual mode. Gradually as the MMPs and other State applications get implemented and the backend gets computerized, the functionality of the services provided will get enhanced and eventually all services that can be provided online could be accessible via State Portal in integrated fashion.

Project components

  • State Portal is a core component under the National e-Governance Plan (NeGP) for providing easy and convenient service delivery to citizens through Common Service Centers (CSCs). The State Portal (SP) will be developed in accordance with the framework provided by the DIT, GoI in order to have uniformity in structure and operations.
  • State Service Delivery Gateway (SSDG) is a standard based messaging gateway. The purpose of SSDG is to provide seamless interoperability and exchange of data between the state portal and the line departments. C-DAC is national service provider for SSDG products and configuration.
  • e-forms will enable the citizens to access the services through state portal and act as a front end delivery channels for the line departments to provide services to the citizens.
  • Gap Infrastructure is a requirement of IT resources to be setup in respective departments at various locations for receiving and disposal of service delivery back to the citizen from State Portal through SSDG.

Project Implementation

State portal and State Service Delivery Gateway (SSDG) are proposed to be an integral part of the G2C service delivery architecture at the State level. Hartron has been designated as the nodal agency for the project. DIT, Govt. of India has accorded its administrative approval at a total estimated outlay of Rs. 10.92 crores to be implemented by Hartron over a period of four years. The aim is to utilize the NeGP Core Infrastructure (CSC, SWAN, SDC). In this regard, M/s Infosys Technologies Limited has been selected as the Implementing agency for State Portal, e-forms, State Service Delivery Gateway Project.
