1. Hardware Division:
Role & need of HARTRON as a Nodal Agency for Computerization and credibility thereof.
HARTRON has been appointed as Nodal Agency for Computerisation in the State and approved source for supply of all IT products and Electronic items including turnkey projects related to IT products & Electronic items; including Goods, Works, Networking, AMC, Disposal of e-waste etc. finalization of CAMC after expiry of warranty period etc.
2.Software Division:

HARTRON has a large development team that works to provide a wide array of software development services to various State Government Departments
HARTRON is committed to providing right tools, techniques and methodologies to ensure that the common people are provided with enhanced service delivery in Haryana. The Corporation has been a pioneer in Information Technology and has a number of prestigious projects to its credit. HARTRON is an experienced organization that provides consultancy and also software and hardware sourcing services to its clients.
HARTRON also boasts of a robust State Wide Area Network (SWAN) and State Data Centre, which supports its critical Information and Communication Technology (ICT) infrastructure. This is being used for inter-intra department transfer of data and hosting of various departmental applications respectively.
The Software division at HARTRON provides Governance and integrated services to all Departments in Haryana. The services includes

II. Wireless services to the last mile:
Haryana State is among the three states where all the Gram Panchayats (GPs) have been covered under BharatNet. The Haryana Government through the support of HARTRON is extensively leveraging BharatNet for faster delivery of e-services, both online and offline courses through Tele-education, Tele-medicine, Wi-Fi hotspots etc.
3. Skill Development Division:
I. Skill Development and Training through its Franchise Centres:
HARTRON conducts varied computer literacy programmes for Government Departments, Boards & Corporations for Government of Haryana. These serve not only Government functionaries, but also the aspiring youth. The training courses approved though HAWs (HARTRON Approved Workstations) includes IT related courses under 15-16 training categories.
Computer Education through Franchise Centres
Haryana State in its IT policy has laid strong emphasis for human resource development with a twin objective of providing necessary manpower to the IT sector for its growth in order to improve the employability in the State.
To spread IT culture in the State, the Corporation in the month of April, 1994 launched its Franchise Scheme to impart Computer Education in the State. Under this scheme, the Corporation has created a chain of Franchise Centres by the name of HARTRON Skill Centres which are located throughout State.
The Corporation at present is running 81 Franchise Centres to impart IT education to the youth in the state.

Start-up and Incubation Centre
Bearing in mind the increasing need to harness the potential of mushrooming startups in the Haryana State, HARTRON has setup state of the art incubation/startup-warehouse centre in Gurgaon.
The creation of this incubation network would be Analogue to a Hub-and-Spoke Model; the Startup Warehouse, which is already operating in Gurugram, in collaboration with NASSCOM, has been nominated as the Hub incubator; while the UN Technology Innovation Lab (UNTIL), Mobile Application Development Centre (IAMAI), Center of Excellence (IoT Lab) and the Startup Incubator at Panchkula will act as Spokes.

The total incubation area of operational incubators supported by the State Government in Haryana is 38,000 sq. feet.
In addition to the above, 9 schools of Haryana have been selected by NITI Aayog to set up one Atal Tinkering Labs in each of these schools. The area of one such lab is 1500 Sqft i.e a total of 13500 sqft.
4. Project Division
I. IDDC Ambala
Established at Ambala, IDDC provides various facilities in the field of Optics, Electronics, Electrical and Mechanical to the Scientific Industries of Haryana. The R & D activities of IDDC are being supported by State Government through grant-in-aid.
Hartron provides assistance in Design and Development for local industries in Haryana
Testing and Calibration – The Test and Calibration lab provides the services to maintain the standards and traceability to NPL standards in the field of Electronics, Electrical Instruments & Parameter, weight and measurement, quality fabrication of Electronic/Electrical industry.

Designs and organizes various vocational training programs for skill development in the field of computer, electronics, electrical and entrepreneurship for employment generation throughout the state.
Provides vocational training in mechanical area for engineering drawing, turning, milling, fitting, sheet metal and assembly of scientific instrument. IDDC has fully equipped conventional workshop equipped with lathe, milling, grinder, drilling, shaping machines and sheet metal work. Section provides hands on training on skill techniques of components fabrication and assembly in its three months training.
II. Electoral Work for Election Department
HARTRON is a State Level Agency (SLA) for Election Department, Haryana and U.T., Chandigarh for all election related jobs like preparation of list of voters called Photo Electoral Roll and Polyvinyl Chloride (PVC) based duplication and tamper-proof Electoral Photo Identity Cards (EPIC) using Electoral Roll Management System (ERMS) software and other related services. This software covers the entire process from draft Roll preparation, roll revision, registration, correction and data modification to final publication and preparation of PVC EPIC. The security features of PVC EPICs prevent duplication, forging and tampering and the logos on these EPICs are visible only in ultraviolet light. ID Division has now started using ERONet – a web portal launched by The Election Commission of India which has replaced the ERMS software.
III. Scanning and Digitization
HARTRON conducts Scanning and Digitization activities for various Government Departments, Boards and Corporations for Government of Haryana. The ID Division at HARTRON setup Scanning and Digitization Management Center at Hartron Bhawan Panchkula, IDDC Hartron Ambala and the Gurugram office of HARTRON. The Panchkula centre is currently looking after the work of scanning and digitization of Births and Deaths Register for the Health Department, Haryana and State Technical Education Board, Haryana. IDDC, Ambala and Gurugram centre are looking after the scanning and digitization of Births and Deaths registers for the Health department, Haryana.
IV. e-Office
The e-Office product pioneered by National Informatics Centre (NIC) aims to support governance by using more effective and transparent inter and intra-government processes. The Govt. of Haryana, in recognition of the long-felt need for efficiency in government processes and service delivery mechanisms, has included e-Office as a core mission mode project (MMP) under the National e-Governance Plan (NeGP). This MMP aims at significantly improving the operational efficiency of the Government by transitioning to “Paper Less Office”. HARTRON has acquired the e-Office software from Govt. of India and is implementing the same in various departments of Haryana.

V. eSign
eSign is an online electronic signature service which can be integrated with service delivery applications via an Application Programming Interface (API) to facilitate an eSign user to digitally sign a document. The signature service is facilitated by authenticating the Aadhaar holder via the Aadhaar-based e-KYC (electronic Know Your Customer) service. eSign is planned for implementation in 21 departments of Haryana.

5. Communication and Connectivity Division:
I. State Wide Area Network
State Wide Area Network (SWAN) has been identified as an element of the core infrastructure for supporting e-Governance initiatives taken by the State Government.
Haryana SWAN was established in 2007. Under this network, State Headquarter had been connected vertically with all district headquarters, Haryana Civil Secretariat, Chandigarh, Haryana Bhawan, New Delhi and 120 Block/Sub Division/Tehsils/Sub-Tehsils for providing facilities such as inter and Intra data transfer/sharing, voice over Internet Protocol (IP), video etc. 1144 Offices of various Government Departments spread all across the State have been connected on this network as horizontal connectivity.
SWAN is fully operational and is being utilized by the departments such as Haryana Police, Courts & Jails, Health, Revenue, Excise & Taxation, Transport etc.
II. State Data Centre (SDC)
The State Data Centres (SDC) for the States are to consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B services. These services can be rendered by the States through common delivery platform seamlessly supported by core Connectivity Infrastructure such as State Wide Area Network (SWAN).
The State Data Centre (SDC) for Haryana has been set up in August 2012. The main benefits of the project include the Central data repository, Secure data storage, Online delivery of services, Citizen Information/ services portal, State intranet portal, disaster recovery, remote management and service integration.
The data centre has a capacity to host 27 fully populated racks and is offering services in terms of hosting the applications in shared environment as well as providing collocation environment. The data centre is also cloud enabled.
Various departments of Haryana State such as Huda, Haryana police, Labour Deptt., Health, HSIIDC, NRHM, HVPN, Excise and taxation Food and Supply Dept. etc have been hosted/collocated at State Data center.
III. Public Wi-Fi Hotspots in Public Interest/ Tourist Places and Rural Wi-Fi Hospots in the Gram Panchayats Covered Under Bharatnet– Digital India Programme
The Digital India programme is a Flagship Programme of the Govt. of India with a vision to transform India into a digitally empowered society and knowledge economy. Nine pillars have been defined under the programme.
i. Public Wi-Fi Hotspots:- Under the 9th pillar, early Harvest programme, one of the programme is “Public Wi-Fi Hotspots”. Under this programme, public Wi-Fi hotspots are to be created at one million tourist spots in India. In line with this programme of the Govt of India, this facility is being provided to 105 places of administrative and historical importance in the State in a phased manner. Under this facility the user is provided with the internet free for half an hour at these locations.
ii. Rural Wi-Fi Hotspots:- Under the 3rd pillar, Public Internet Access Programme – National Rural Internet Mission, early Harvest programme, wherein CSCs would be made viable through multi-functional end-points for service delivery through Gram-Panchayats. In the State of Haryana, 1000 BharatNet enabled Gram Panchayats are to be provided with this facility in a phased manner. 426 such Gram Panchyats have been provided with this facility through CSC SPV Govt of India. Under this facility the user is provided with the internet free for half an hour at these locations.
IV. Providing Internet connectivity
Internet lease line connectivity of various quantum is being provided to various Govt. Departments /Boards / Corporations located in various districts of Haryana including Chandigarh, Panchkula and Delhi NCR through Internet Service providers engaged under a rate contract.
V. BharatNet
BharatNet project, launched by Government of India, aims to provide broadband connectivity in all 2.5 lakh Gram Panchayats (GPs) of the country by extending optical fibre connectivity from intermediate fibre point at Block level to GP. The project is being executed by Department of Telecommunication (DoT) through a SPV setup for this purpose called as Bharat Broadband Network Ltd (BBNL).
A total of 6123 GPs in Haryana has been connected by BBNL through BSNL and have been declared service ready by BBNL as on 01 July 2018.
While the optical fiber connectivity for 6123 GPs in Haryana has been completed, the utilization of this network by various service providers to deliver connectivity services to rural citizen, households and institutions has been virtually non-existent.
In order to deliver required services in the rural areas, the Electronics & Information Technology Department, Haryana intends to plug the gaps in the existing BharatNet with an objective to increase its uptake so that the benefit of this network can be reaped by the citizens of rural areas. HARTRON has been involved with various Government agencies to increase the utilization of the BharatNet network by connecting educational institutes, government offices, primary health centers etc. on the BharatNet network. This will help to deliver services in rural areas through various initiatives such as Tele-education, Tele-medicine, Rural Wi-Fi, and other services through CSC-SPV.
6. Manpower Deployment Division
As per State Government notification dated 13.07.2018, HARTRON has been nominated as a nodal agency in place of Hartron Informatics Limited to provide Computer/IT Professionals on job work basis to various State Government Departments/Boards/Corporations/ Agencies/Authorities as per their requirements.
HARTRON creates a panel of computer professionals for deployment on job work basis to State Government Departments/Boards/Corporations for various categories of Computer Professionals i.e. Sr. System Analyst, System Analyst, Programmer, Networking Engineer, Junior Programmer, Web Designer, Networking Assistant, DTP Operator, Data Entry Operators as per State Govt. Policy issued from time to time.
PROCESS OF EMPANELMENT OF COMPUTER PROFESSIONALS:
For creation of panel of Computer Professionals, HARTRON release the advertisement in National Dailies and as well as uploads on the website of the Corporation for various categories with tentative number of computer professionals to be taken on panel to meet out the requirements. The Eligibility Criteria and Job Work Fees of various categories of computer professionals is as per latest Job Work Policy issued by SIT The validity of panel is one year from the date of declaration of result. Application fee of Rs.300/- + GST@18%, i.e. Rs.354/-.
